    IF I had the skills, I'd go through the board and replace everything. But I don't. And desoldering 8 year old solder is the devil.

    I have found others with similar issues at 880. Another gentleman replaced all the caps as well.

    My soldering skills frankly are not very good. The reason why I bought a "new" power board to begin with are the result of me fumbling around and impregnating footballs and hosing the original board.

    The good thing is that the Ebay seller just called me right back and refunded my money on the spot for the power board, which is rare in this day and age.

    The 12V is still not working, and the clicking of the relay was happening with my power supply board when I force it on using the resistor, the 12V was cutting in and out, the 12V SMPS IC had to be replaced on my board. You need to test the power supply board by itself to make sure all the output voltages and the PFC Voltage circuit are OK. Other people replaced all 3 ICs.

    Hi Bud, I appreciate you following up. I tested voltages going from the power board to the Low B board.

    P807B
    1 - 0.28V - supposed to be 12V
    2 - 0.28V - supposed to be 12V
    3 - 0.28V - supposed to be 12V
    4 - 0.28V - supposed to be 12V
    5 - 0V
    6 - 0V
    7 - 18V but then starts bleeding voltage down while I test it. Weird.
    8-13 - 0V each


    P809B
    1-2 - 0V each (should be 30V)
    3-5 - 0V each (ground)
    6 - 0V (should be 24V)
    7 - 4.98V (should be 5V)
    8 - 0V
    9 - 3.43V
    10 - 0V
    11 - 0V
    12 - 2.93V

    So something weird is going on. I'm going to feel like an ass if I have a bad "new to me" power board, as that's the first item I replaced and kept throwing parts at it.

    I do hear a relay click on from the power boardwhen I plug the TV in. It sounds like "Tick Tock Tick", very rapidly. I can trigger the relay to come on again with the power button.

    I'll check. All four boards have been replaced with eBay units that supposedly came from working units and from good sellers and I still have the three blinking lights issue. To say I'm frustrated is an understatement.

    The four boards are power supply, Seine, Low B and AV. So literally none of the guts are the same as what came from the factory.

    It's what I would call "steady state" voltage -- tv plugged in, won't power on, testing at the points called for in the flowchart to a chassis ground.

    I found both the AV board and the Low B board on Ebay for $30 shipped each, so I went ahead and sprung for both of them. The TV was free, and I will have replaced all four boards in it for a whopping total of $210. I'm rationalizing it because it's cheaper than even the cheapest of new 42 inchers, and will have "spare" boards for the future.

    6% most likely is close enough - is this voltage an on/off signal?

    Well, I got a new Seine board in today, and swapped it in. I'm now seeing .74V at pins 8,9 and 11 of CN90A. Which means that likely something was bad with the existing Seine, or at least that was my suspicion.

    I went through the flowchart again, confirmed the same voltages for CN49A and P812A as shown above. Now that I have a voltage at step 3 of the troubleshooting reading at 25% of expected, I checked Pin 8 of P812A. I get 3.10V out of 3.0 expected, or 94%.

    Now is where I wonder how I should trust my multimeter - it's a bit on the old side, and wonder if the 6% discrepancy is "close enough" or not. I haven't seen failure modes of other people to know if that is good or not.

    1) If it's "close enough", the the flowchart points to the unit needing a AV Terminal PCB at this point.
    2) If it's not "close enough", I backtrack to point 2 of the flowchart, which doesn't have a "no" option, which is pretty poor, in my opinion.
    3) again if the 6% is not "close enough", it points to me swapping out the Low B board, which is where the voltage discrepancy on step 2 and step 4 seem to be out of whack.

    Any help would be appreciated at this point.

    Also, I disconnected CN90A, and the red blink went away and was replaced by a steady blinking blue light. I've read elsewhere on the internet that unplugging the Seine will fix the issue. Not so in this case.

    Bringing this old topic back up from the dead.

    I have a 42HL196 with the three blinking lights of death, and attempted to replace the STRW6765 chip. Admittedly, my soldering is not up to snuff, and I think I damaged the original board. I found a reportedly good replacement online, and swapped that unit into the TV and still have the blinking three lights. This leads me to believe that the issue *isn't* the power board.

    I'm following the troubleshooting guide (I really appreciate the upload of the service doc) but am confused by the "blinking yellow lights" on page 10. I don't see any such lights, unless the doc is referencing the red lights on the front panel.

    I got 3.24V on pin 7 of CN49A (98.2%) so check.
    I got 3.17V on pin 5 of P812A (105%) a bit high, but have voltage there.
    I got nothing on pins 8,9,11 of CN90A. The ground pins did confirm infinity when tested to ground, so I was testing properly.

    I'm reluctant to just throw parts at the guy, but it sounds like the issue could be the Seine board? I hear what sounds like a relay on the main board click on and off when the TV is plugged in, and it will also cycle if I try to press the power button as well. I just want a bit of confirmation before I drop more $$ on the thing.

    I have come across a similar model... 42lx196 that has the 3 red blinking lights. I bought a power supply board from ebay supposibly from a working tv but wanted to know what to do to test it to make sure it is ok. I put the "new" board in the tv and I don't get the red lights anymore but the power supply just continues to click, like the relay keeps clicking on and off and I have no lights or signs of power at all. I haven't let the power supply click too long for fear of damaging something else or itself if it proves to be another board that is causing the problem.

    Odd....hope someone has some experience with this.

    ***We performed the factory bulletin update by replacing an IC at location Q820A, Toshiba #23135094, part# SRX2039.This repair lasted about lasted about a month before returning with the same 3-blink symptom.Finally replaced 2 other regulator IC's, STR-Z4479 & STR-W6765 which restored full operation to both supplies.The 42" power supply is p/n 75002913 (PE0071E-1)STR-Z4479 is location Q860 (Large IC) STR-W6765 is location Q880 (TO-220 on large heat-sink) Both are available from B&D. Check standby voltages as follows:
    20v line=18.5,
    32v line = 31.5,
    12v line =12v
    Power=2.99,
    Power Sig=.01,
    Protect=.030,
    AC Det=3.5,
    5v=5.1,
    24v=0,
    30=0
    Also note that IC Q880 will be getting warm while in standby. Forgot to mention that the units will give a 3 blink code while initializing, then after about 30 secs will be ready for action. That threw me the first time I saw it, figured it was still in error condition. **

    I was given this TV from my great uncle. He said it just wouldn't turn on one day out of nowhere, replaced the TV, and gave it to me to possibly fix and use for myself.

    Upon bringing it home and plugging it up, it showed a standby light.

    I powered it on and without a flashlight, the display showed the "V" but the lighting is very dim, but visible.

    The screen seems to blackout and stay black, but with a flashlight I can see the display.

    With my Playstation 4 connected via HDMI, and running a game I can hear sound.

    All left and right refers to looking from rear of TV (or looking from front with TV upside down)
    • TV came with vertical bars and no image. Found faulty TVS on left buffer board. Also replaced T-Con (may have damaged the original while hot air removing components, board has slight warp) and have full image but few horizontal lines on the screen. Some of the lines appears to be 2 pixel tall while others are 1 pixel tall.
    • Disconnecting left and right buffer board potentially reveals problems on both sides with different signals (unless this T-Con require jumper like Samsung FB_TRDY1&3) Fault
