    Toshiba 32HLX95 will not turn on

    I picked up this television, and I have some questions
    When you plug the TV in you can hear what sounds like a relay clicking, the power button is non responsive. There are no LEDs lighting on the front of the set.
    I can measure 3 volts, 5 volts on several places on the boards, but no power signal [that is the voltage to switch the main power on]
    On what they call the LOWB board there is a pin that should read 32 volts, it is very low reading
    Only 26volts.
    If I disconnect the three connectors to the SEINE board the 26volts goes up to 32volts.
    To my surprise when the SEINE was disconnected The power button and back lights started working, with the screen displaying a message of please wait [Or something to that effect].
    I tried this several times using a VCR as the input signal; never saw a picture always the small message box.
    I tried plugging each connector back into the SEINE one at a time, to see if I could relate it to one connector. After the first couple of times of powering the set on without the SEINE hooked up, I no longer can get the TV to power on but the low 26 volts still goes up to the normal 32volts
    I wonder if anyone has run into this symptom or if there are other areas I should check.

    I should add that with the SEINE board the Front PLEDs will flash.

      i have the same exact problem, with the same tv. no fuse or cap problems. pretty much, the tv will tick a couple times when plugged in. if u hold the power button i bet your tv will tick a couple more times mine does.

      somebody please help

        The service manual is here. Check the outputs of the power supply.

              Hi.
              I have just replaced the STRW6765 in an idetical fault condition on a Toshiba 32WLT58 with great success. This seems to be a common fault.
              I wonder how this one will last!
              This is my first post on this forum seems to be a very useful site.

                I picked up one of these Toshiba 32HLX95, it would not turn on but you could hear relay click. I replaced Q860 (STRZ4479) & Q880 (STRW6765) on PS Board thanks to some info I found here and TV is working now. Those 2 components did not show any short between pins but definetely were the problem in this case.

                        this should work on the one with the built in DVD player too? Any pictures of the location of the power supply? Manual is hard to read on my phone. I would like to see pictures before i order part or atleast see location before i commit
