Sony KDL40R470A Stuck on standby , red light

So this is the second tv this week that comes in with the same problem. The power supply looks good , There is a solid 3.3v stand by voltage. The tv doesnt react to button presses or from the remote. The Processor gets slightly warm and thats about it.
My question to other veterans on this forum is , what is more likely to be bad , the processor , or the memory chip. in this case there is a toshiba tsop48 fk4924 , tc58dvm92astaj0 . At the moment i do not have my hands on the programer but i will be buying it in the following weeks. i Can see that on 90% of tv boards there is a jack for supposedly talking to the memory chip there are TX ,RX and vcc and gnd pins on all boards. The question is, if i had the programmer , how would i go about hooking it up to see if it will speak with the board, do i just attach the wires and click on the read button and hope fore the best , or do i need to remove the memory chip in most cases?
Also if you could recommend me the best Do-it-all programmer so i dont buy some crap that cant even read nand's.
Also on this particular tv , there is 'ac det off' pin with 3.3 volts on it aswell . Everything else is 0 volts going to the mb.

And a small little update , I checked with oscilloscope , the oscillator next to cpu is working , there is no voltage going to the memory IC. there arent many voltages present on the board to be honest . only 1 2.6v next to cpu and second is 3.3 v on the cpu . So i know whats wrong with this tv , the cpu is toast , since its doing nothing but its getting hot. Anyway , my question still stands , what programmer should i buy?
