You are getting negative Voltage through R108, 106.
As I indicated, R8 is the Bias resistor, so when IC6 is removed then you should have over 20V on the Emitter of Q17.
So what DCV do you have at each end of R8?
Is one end of R8 actually making electrical connection to the Base of Q18?
What DCV do you have at the Base of Q17?
What DCV do you have at the Base of Q18?
Right now Q17/18 is not getting the bias current through R8.

I actually got an Idea. I'm just wondering if this would work. What if I simply bypass all this crap by eliminating this section of the power supply by implementing two 15 volt regulator IC's?

      Here is my plan:
      Pull Q17,18,and 19.
      pull CR19

Input of 15V regulator at +29V, ground TP1, output to "J"point past TP2 leaving jumper open. I just have to heatsink it to something.

Do you guys think this could work or am I going too far? I just think this circuit is over complicated for DC power supply of 15V.

zero volts on base of Q18.
-6.6 volts on anode of CR19

That R88 measures good out of circuit and point to point ohms out to its connections. 29 volts on one side. zero on the other. its not smoked either. I dont think its dropping the voltage.

After I pulled this out of the board to diode check it. I saw the leg was tucked over the other one. Once installed CORRECTLY. 15VDC on TP2.

Put everything back together and hooked up the output to the scope - ALL IS WELL. All ranges of frequencies look good on my scope as well as the Fluke meter.

So to recap: The replacement of Q17 and 18 would have done the trick if some goofball (ME) would have installed it right the first time. And I used to work as a board inspector/tester. I used to get on the assemblers for making mistakes like that. The shoe is on the other foot today.

Bud, Longbow, Redwire - thanks for all the assistance.

BTW, it would have saved lots of times if follow my suggestion on post #2.

This fix is a good example of the importance of visual inspection. I say that to someone who is a trained inspector, I guess. Good fix.
                Is it plugged in?

I was given this TV from my great uncle. He said it just wouldn't turn on one day out of nowhere, replaced the TV, and gave it to me to possibly fix and use for myself.

Upon bringing it home and plugging it up, it showed a standby light.

I powered it on and without a flashlight, the display showed the "V" but the lighting is very dim, but visible.

The screen seems to blackout and stay black, but with a flashlight I can see the display.

With my Playstation 4 connected via HDMI, and running a game I can hear sound.

Desoldering gun station modified to use a 18 volt @ 20 amp switching power supply
                  by sam_sam_sam
I have wanting to do this project for quite sometime now and I finally found a switching power supply that will work on this desoldering gun station ZD-915 that the original switching power supply took a shit and just was not worth trying to fix it because this switching power is not quite big enough to handle the heater element and the vacuum pump

One note when I tested the switching power supply and the voltage control board I noticed that this desoldering gun heat up much faster than the original switching power supply which I was really surprised by to the point that I might buy...

I can't find a forum to discuss "instrumentation Troubleshooting", but PS maybe the closest.
So, I'm having an issue with about 13 year old Agilent Function Generator. it works, passes self-test, but it has an annoying "audible" noise, that changes as I change the output frequency setting of the instrument. Prominent around 600 Hz and up (at least that's what my ears are picking up.) I saw on some forms that it could be fan, linear regulator, dried up caps,... I can't seem to find the source of audible noise. Here is what I tried:
                  1. Turn the output off - still...

Modification to a ZD-987 desoldering/soldering station using a external switching power supply
                  by sam_sam_sam
I have been working on this concept for quite some time now with limited success but recently I found a switching power supply that is setup for the voltage that this soldering station needs to operate at however it also needs part of the secondary circuit from the original switching power because you need several voltage rails

I once tried to get a ZD-915 desoldering station to work on a 18 volt battery power supply but unfortunately things did not go well but I did find a work around but I might try this idea again but going at a little differently more about this another time...

                  Russound CA4 Power Supply Repair

                  Hello Everybody,

Trying to repair a power supply from a Russound CA4 Multizone Controller (picture attached)

Russound no longer supports it but were kind enough to provide a schematic of the power supply (pdf attached).

The outputs marked 12v and 20v are all measuring only 1v.

The board is clicking, which I think means it is in something called hiccup mode when the flyback transformers switches because of an internal problem or something else on the board Overloading it.

The capacitors physically look clean (no bludgesor leaks) and...
