      The Protection IC is not faulty coz i changed it and still the same thing the PSU wont start with it,without it the output is pretty fine around 12.17 and 5.1..The standby voltage is still 5V

        SUCCESS at last!!

        Found the problem,its a shorted capacitor on the secondary side of the PSU..Changed it and the PSU is back ONLINE..

          cap? where?
          if it was on main output rails (ie not the +5V stby) then optocoupler removal wouldn't help(as you only have 1 opto there and it's the one for +5v suppy., right? and +5v stby is separated from other rails), and if it was on +5V stby then you wouldn't have +5v there but less.

          so was it cap that some ic uses?

          could it be that you blew that cap by wrong startup hookup, and that's all it was?
          ie psu was ok prior to your first startup.

            The cap that had gone west was on the main 5v rail,When i removed the optocoupler the PSU booted and the 5V standby jumped to 12V (posted wrongly as 5v in my previous post )..I'll post some pics soon.
            I really dont know when that cap (1500 uf 10v) went bad,maybe when i shorted the wrong pins then it fried.

              ah..there you go...so now we can say for sure what was happening:
              shorted cap was blocking the main 5v rail. removing the coupler brought +5v stby to 12v and this affected the control ic in such a way that it raised all output voltages, even though one cap was shorted.

              running it for prolonged period like that would probably burn something else.
