    NIMH quick charger no power

Hope everyone is doing well here. I have been troubleshooting on why my charger isn't giving any charge. At the TNY IC, I did a volt test on pin 2 with closest capacitor ground lead and it is giving 0 volt. Pin 4 and ground is giving around 2v. The capacitor is getting 160v from what I can tell. Those big diodes are tested on board. I don't find any shorts. Do you know how else I can find the culprit? Please bare with my lack of skills.

The “TYN” ic chips have a very high failure rate so I would recommend replacing and replacing the capacitor next to the switching power supply transformer and next to TYN ic chip

The TNY277 is very likely bad, and L1 coil is likely open as well, also change C4. C2 doesn't look that good in the picture so I might just change C1, C2 & C4
