    24v Electric quad bike charger

Apologies if this is not the correct category for this but I guess its the closest.

This was given to me so unsure of the history.

The charger looks as though it has been tampered with, you will see tell-tale signs yourself, bent heat sink fin, re-soldered joints, probe scratches etc..

No search results from the only info available from the PCB (no labels or markings on the casing):
    YC40
    8003C1016A1

Identical to this one (24v version)
    http://www.monsterscooterparts.com/wanto24vo16a.html

There appears to be a resistor and diode missing from locations R21 & Z2 but no signs of the remaining parts inside the casing. You will notice that the legs still remain soldered on the board.

    1) When the charger is mains connected but not connected to the quad bike the Led comes on solid green.
    2) When the charger is mains connected and connected to the quad bike the Led comes on solid green but has a red flash as well.

I would expect 1) above either when disconnected from the bike or when the quad bike has taken a full charge.
I would expect 2) above when the bike is nearing full charge but I know the batteries, 2 x 12v 12Ah, are not charged, connected in series together, one with around 2.4v and the other 4.5v, although admittedly I do not know the health status of either of them.

There does not appear to be the charging Led status which I would expect to be solid red when connected to the bike whilst actually charging the batteries.

The output, probes across the red and blue measures 26.9v whilst not connected to the bike and fluctuates around 21-24v whilst connected to the bike.

Your help would be appreciated we have two eager youngsters just dying to have a go on this 'new' toy!

Cant expect it to work on batteries that low.they are probably sulphated to death now.

OK, so looks like I shall have to source a couple of 12v batteries first before proceeding.

However, to check that the 24v controller and accessory controls are all working could I hook up the 24v charger to the battery terminals (battery removed) and that should fully operate the quad bike.

        no.
the charger has limited current and if a proper design is 3 stage.
most likely it is a cheap current limited single stage.sets voltage to the cycle charge voltage or in some cases to the standby/float.
those cheap and nasty batteries that come with those toys have a very short lifespan.
