Desoldering Station Switching Power Supply Problem Cold

When I bought this desoldering station I recap both board and work good except when the temperature is less than 40* F them the power supply will switch ON for 2 seconds then would shut down for 2 seconds and might do this four or five time before it will stay ON

I had used some FC FR KY KME what would fit on these two boards

when it 60*F or warmer it works jum st fine with no problem

Can anyone tell me why this power supply would be doing this

The first time I turn this unit ON out of the box before I recap it ,it did the same thing power up two or three time before it would stay on

Reminds me of my Soyo SY-K7VTA-B motherboard with Deer 250 W PSU!

One morning, (likely 2002) when it was less than 40 F, right after hitting the power button, I got that bitchy lady's voice message "The VGA card might not be installed properly".

But it booted after pressing the reset button on the case. (or after power cycling)
