    Probably. I still don't have an ESR meter and don't plan to get one anytime soon.

      In many cases startup capacitors fail due to becoming leaky not due to high esr.

        Hi all, mainly retiredcaps, I am from slovakia, my english is no so well, but I had similar problem with similar power suply (ATX-250PA with FSP3528) and I spent an all of day of searching for errors or damages, but no results. Power supply ran for the small time (fan get some turns) after I shorted green to ground. On the DTC pin stay 3,8V. After I shorted this pin, pulse width was very small. Without shorting DTC, pulse doesnt width. After next measurements I found out, that on 5V branch voltage doesnt jump up after shorting green with GND. On others branches Voltages jumping up at least small time. Finally I found, that latest 5V's coil (on rod ferrite) is worst soldered to PCB and no contact, because before this coil I measured 6,5V, which very slowly falling, and don't understand why. After I soldered coil to PCB, PS running as very well. I knew, that it would stupid thing, but this really no.

          Your written English is better than probably 50% of most North American high school students today.

          Cold, bad, cracked solder joints are difficult to find. I'm glad you got it running. I don't work much on ATX power supplies so I don't know if bad solder joints are common or not.

            I too don't work much on power supplies, but this was very interesting error and I had to solve it. I've thought, that FSP3528 is bad and almost I put PS in place with spare parts. Originnaly one of coil's contacts are no full moved through PCB, but only are touch with solder. After time, this weak joint cracked. Who would have said . I have repaired tens of PS, but such error I never not found. Still a lot to learn
