In many cases startup capacitors fail due to becoming leaky not due to high esr.Please do not PM me with questions! Questions via PM will not be answered. Post on the forums instead!

Hi all, mainly retiredcaps, I am from slovakia, my english is no so well, but I had similar problem with similar power suply (ATX-250PA with FSP3528) and I spent an all of day of searching for errors or damages, but no results. Power supply ran for the small time (fan get some turns) after I shorted green to ground. On the DTC pin stay 3,8V. After I shorted this pin, pulse width was very small. Without shorting DTC, pulse doesnt width. After next measurements I found out, that on 5V branch voltage doesnt jump up after shorting green with GND. On others branches Voltages jumping up at least small time. Finally I found, that latest 5V's coil (on rod ferrite) is worst soldered to PCB and no contact, because before this coil I measured 6,5V, which very slowly falling, and don't understand why. After I soldered coil to PCB, PS running as very well. I knew, that it would stupid thing, but this really no.

Your written English is better than probably 50% of most North American high school students today.
Cold, bad, cracked solder joints are difficult to find. I'm glad you got it running. I don't work much on ATX power supplies so I don't know if bad solder joints are common or not.Finally I found, that latest 5V's coil (on rod ferrite) is worst soldered to PCB and no contact, because before this coil I measured 6,5V, which very slowly falling, and don't understand why. I too don't work much on power supplies, but this was very interesting error and I had to solve it. I've thought, that FSP3528 is bad and almost I put PS in place with spare parts. Originnaly one of coil's contacts are no full moved through PCB, but only are touch with solder. After time, this weak joint cracked. Who would have saidCold, bad, cracked solder joints are difficult to find. I'm glad you got it running. I don't work much on ATX power supplies so I don't know if bad solder joints are common or not.. I have repaired tens of PS, but such error I never not found. Still a lot to learn

I got a dead HD6950 on Ebay to try my luck and repair it. There were a few broken off capacitors that I already replaced.
Measuring the PCI-E lanes I got somewhat weird measurements, the gpu might or might not be dead.
If I plug the GPU in, the core heats up and I also get VCore but on two inductors that measure 16 and 60 Ohms respectively (Memory and PEX I guess) there is no voltage.
On one of the two buck-controllers (APW7165) the enable pin is pulled to GND and the other controller I just cannot find a datasheet for.
So if anyone has a datasheet or at least... -

A few days ago,I destroyed one of my japanese retro game console by pluging it to 220v outlet.

and I finally fixed​ this retro game console by soldering varistor and glass fuse.
But I noticed that When I measure voltage of PSU's 5pin connector, it is 8.80-9.07v, 5.13v,3.40-3.48v,GND,GND instead of its rated voltage of 9v 5v 3v GND GND.
