after checking and compare with schematics

all power voltage is good 3.3 - 5 - 19

3.3 on bios ic but laptop dont power On

Post your bios backup . EDIT: 3 falshes is usually a memory fault,try reseating the memory or try different ones.

If I understand correctly from the title it is lightning icon flashing (DC port LED)? That usually means the power supply or motherboard is having a problem
