latitude 5420 board LA-k491P bios problem.

hello friends
i have a big problem with customer device
laptop latitude 5420 with board la-k491p rev 3.0
laptop come without bios chip
chip is 32 mb
and service taq in bottom is erased
i try a lot of bios but its not working
some bioss open diagnosis
some bioss open and stuck on logo and freeze
can any one help me please or tell me what can i do to resolve this complex case !!

Only respond is power light get amber when pressing power button.
Please help me with clean dump file.
