Go to the HP support site, enter the serial number or model number to find the drivers and bios.Download the bios update sp135991.exe .Run the exe, select the option to save the bios image to a location you choose. The exe will decrypt and extract seven bios for different models. Two are 8MB so they aren`t for your laptop, that leaves five.
Download HxD hex editor and open your bios backup with it https://mh-nexus.de/en/downloads.php?product=HxD20, search for the word BID08 to find your bios ID .Open the matching 08***.bin virgin bios with HxD.
Click back onto your bios backup tab,Select the offsets in the attached picture and copy the DMI (serial, win key, feature byte etc) and paste-insert into the virgin bios using the same offsets and save the file.
        .

Your edited bios is AOK .It could be a ram problem, try some other know working ram,try pressing down lighly on the ram slot while booting, and check all the pins.If youve got a KBC EC programmer you can flash that as well .

Thank you, i used the ioprogrammer to backup the ene chip and program it with the file attached, i believe it is fair to assume the issue is not bios/firmware related.

Laptop behaves the same after programming, change of ram or no ram doesnt change the blink code

Ive also uploaded the file read from the ENE chip before programming

Propably CPU problem, I have the same problem. 3/5 blink codes

I attached BIOS 085F1.bin from HP site + EC from that bios file

Thanks for sharing,it may be working but not 100% as the ME firmware is initialised.
