pin36 must be connected to high 3,3V(empty place for 0ohm resistor on motherboard)
This is my dump from NM-C531 but i dont have VCCCPUCORE voltage.
Anyone have working dump from NM-C531? Please share....

I fixed exactly the same problem.
Oirginal is BIOS chip 25q64fw - it's 1.8V chip, You need to reprogramm original chip with 1.8V. It will not work on 25Q64FV 3.3V chip, it will spins and slow down fans.
