Maybe the back cover or entire laptop housing with the factory labels are not original (replaced at some point etc.).
It happens often with the second hand laptops...

Vesko, I downloaded the bios update from HP and extracted the BIN files. I found the BID inside the bios I dumped (since it's a replacement motherboard). I apologize if I'm missing something. Please see attached 086C8.BIN

Good job, now transfer DMI and Windows key using the offsets in my previous post from your bios backup to the extracted 086C8.bin file and program the bios chip.

First you didn't posted what the problem is with your laptop as per the rules!
Second we don't know if you made the new file following the above guides, or just find it here or somewhere else. because you didn't mention it!
Third this bios is v. F32, your backup is v. F30 - try to use same (or earlier) version to be sure about the result.
Fourth your problem may not be a bios related.
Fifth you may programmed or soldered back in place the chip incorrectly, or moved/knocked some surrounding component(s).

It's not clear if this is your initial issue, or after you tried to program the new dump.
Because there's nothing in your first post:

Additionally if you have an image via HDMI, but not on the laptop screen it is NOT a bios but hardware issue.
