Hi All, I have a 9th Gen Dell Optiplex micro PC motherboard which doesn't power on. When I connect the motherboard with power adapter, it goes into safe mode and turns off. So from info I have gathered online, it looks like there is a short circuit on the motherboard. So can you guys help me with figuring out the issue?
I am new to electronics repair, so my queries could be naive but I am ready to learn.

First on my laptop i had a motherboard with a pentium 6100 processor. Installing w11 i was blocked on the 23h2 version...impossibility to upgrade toward 24h2 because the SSE4.2 functionnality of the cpu was missing. About displaying and screen looking all was perfect.
I changed of motherboard with an intel I3 processor...and now i don't find the previous aspects of the displaying.
Now i have a veiled screen and pixels are missing though the graphics parameters have not changed.

Subject is a blank screen issue in HP Envy 17-3290NR 3D version laptop with motherboard Louis V1.1 6050A2489901 MB-A02. Production year is 2012. This one is a 2nd hand motherboard which I could use it for few months only. Suddenly no output from the internal display and also no signal from HDMI port then Windows out of order after few boots.
Caps lock working normally and no HP's caps-lock warning blinks. Making a hard reset and replacing the RAM sticks or using different slots didn't help.
Fans are spinning. Blindly could install windows11 and got the device manager... -

My W26361-W84-X-02 motherboard starts but don't show image (no logo screen neither bios). Because, I have two of them I desoldered the bios chip from the no working motherboard and I soldered it to the working motherboard and the motherboard works OK, so the bios firmware isn't the problem. Below I took some measurements from the no working motherboard when is power on. Also, I replaced the RAM and didn't work again (maybe some pins from the RAM slot don't have the right voltage?). I replaced and the bios battery, and I made reset on the bios and again the problem didn't... -
I've been dealing with so many complications for months, trying to find and then fix the root cause of the issue I really need help and I have to solve this on my own (Going to Asus headquarters isn't an option for me. First, because I'm very stubborn and want to insist that I can fix this sort-of-myself somehow, and second, the location is too far away for me anyway).
Right now I'm desperate trying to put an end to this nightmare, but OK, I'll do my best to be somewhat brief in explaining and relating the entire situation and context.
