In theory,. all defective mainboards are fixable. In practice, a mainboard is fixable if its repair takes a short time. With such a damage to the mainboard (as in your attached photo), it is possible that the CPU or PCH be damaged too. If so, I consider the mainboard non-fixable. In addition, if CPU/PCH be healthy and the mainboard takes a week or more to repair, I consider the mainboard non-fixable.
