No Power, 5v 0.00 amps as
PPBUS_AON : 1.05 VOLT
PP3v8_AON_VDDMAIN : 0 VOLT
P1V8_S2 : 0.13VOLT
PPBUS_USBC0 : 5 VOLT.

suspect IC : ISL940HI IC or CD 2317 ?

Check each one of the fuses:

(remove all power / no battery)

Meter in resistance mode (2k is ok)

Check resistance with meter across each such fuse.

Update:

You have some voltage so the fuses may be ok.

1) Locate L8230. Meter in resistance mode. Remove all power. Check & post the resistance to ground for L8230, pin # 1.

What is First? PPBUS_AON or PP3v8_AON

it will be PPBUS_AON - mosfet @ Q5800 which uses this rail to step down to create PP3V8_AON.

On this note, remove all power / no battery.

Meter in resistance mode (2k scale is ok).

Measure & post the resistance to ground of PPBUS_AON (fuse F5200, pin #2).

Update.

You have a bad voltage @ PPBUS_AON but do not have a short ?

Do the following:

Remove all power.

Flux & remove fuse F5200 off the logic board. Keep it off the board for now.

Allow for the board to cool.

Without power, meter in resistance mode.

Check & post the resistance to ground for:

F5200, pin #1 pad on the logic board (provider)

F5200, pin # 2 pad on the logic board (consumer)

We need to know which side of the FUSE is the short circuit on the logic board.

Is it the provider (U5200 = ISL9240) or the consumer side ?

Post your measurements without the fuse.

After this, power up again and measure the voltage of PPBUS_AON. The issue may be a defective ISL9240 but need to check a few more points on this IC.

NOT HAVE :
CHGR_RST_IN: 0 Volt.
I2C_SMC_PWR_1V8_SCL : 0 Volt
I2C_SMC_PWR_1V8_SDA : 0 volt
