HP elitebook 8470p, no 3V on coil in step down section

HP elitebook 8470p is not powered on/dead,

in step down section, 5v is ok on 5v coil (L6150)
but no 3v on the coil (L6100)

3v coil (L6100) gives beep from ground as well as a big black capacitor (C6100-150UF_6.3V) while putting both probes on it

    any guidance please.

    Hi. Remove all power.

    1) meter in resistance mode (2k). What is the resistance to ground for L6100?

If it is low as noted, then remove the suspected capacitor @ C6100. Measure the resistance again. What is the reading? If the resistance is much higher then C6100 is damaged and must be replaced. Do not power on till the capacitor is in the circuit.

    2) if the resistance is still not higher with the capacitor removed, then lift up one leg of L6100. Check the resistance again. Reading on the meter?

The bad part could be after this coil or could be on the right side of the schematic.

Do not power on with parts removed.
