A1369 820-3023 not powering up - green light

hi. have an a1369 820-3023 with the magsafe power adapter (original) light green.

PPBUS_G3H @ 8v6.

PP5V_S3_REG @ 0v (should be 5v0)

PP3V3_S5_REG @ 2v4 (should be 3v3)

Could U7201 switcher TPS51980 (which is common to both rails) be defective?

Do not see any low resistance on the caps. No liquid damage indicators on this board (still white).

Check resistance to ground on L7260 and l7220

L7260 ~6kohms and fluctuating (rising up)

L7220 ~2Mohms and going down slowly

Then check if you have 3v_s5 enable on 51980 and all Vin's. if yes, just change it
