Dell 3542 no power

Dell 3542 no power,when press button fan spin than off,the led1 show light than off.
3v/5v ok..3v bios ..rtc 2.7 v on g1901….
KBC NPCE985 volt requierements :
Pin 73 psl in1= 0v / Pin 93 psl in2= 2.9v / Pin 74 psl out = 0v / pin14 s5 enable = 3v / pin 85 Ecrst =3 v / pin 15 rsmrst =3v but when i press button don't turn to 0v / pin 117 Pwrbtn = 3v
pin 21/64 for s3 and s4 0v to 3.2v after pressing power
Vcc core 1.7 v

Power consumption always 0.25 amp on PSU.
What to check else please !

Save the old BIOS dump and flash bios and see

Befour you flash bios you have to come up with some measurement
Voltage cpu gfx core RAM ect , to flash BIOS you need a spical tool from ebay or amazon the cost less than 10 dollers
