Hi I have a problem with this board it has a led indicator power buton has 3v I have 5v reading on PJ8100 and 3V on pl8801 I dont have any scheamtic but I have a board view but I dont know where to start to troubleshoot first
If you have Repair Guide it often contains a rough power sequence, it helps to know what state the board is in.
Otherwise indeed check which power rails are there and which ones are missing, check for short to ground on the main power rails, and check the power state signals too (SLP_…#, SUS…, RSMRST#, stuff like that).
If you have ITE EC programmer, you can randomly try to replace and flash EC.

I had a very similar problem, a team did not turn on overnight. The Bios had been corrupted. The solution, 'reprogram it.'
EC firmware is in the internal ROM of the EC itself that's why I suggested to replace and reprogram it. Could be something else entirely, but that's a "shortcut" you can take.
