Card Reader to USB wiring help please

So i have this Compaq Presario C700 whose USB does not work. It has 5V and powers up the usb device but end us as unrecognized device.
Upon checking the out of the two data signal only one has 3.3 volt and the other one no voltage at all.

The card reader does work as it should. I was hoping if someone knows how to make a wiring so we can use the card reader data lines work with USB.

OK the Card reader does not work however the webcam, does work. Has anyone ever successfully repaired a USB using Webcam data signals ?

Do yo just connect the data lines of webcam to data lines of usb ? I am sure there must be more to it. I dont want to ruin a working laptop with wrong wiring . Please help.

all usb have the same lines. if one of yours reader is missing, and connector is good than u have bad ICH or cracked ball under it

The reader and the USB is not working. All have +5V and the usb has data+ but no data- signal. I suspect it is the the ICH. However the webcam is still working fine which also gets the signal data+ and data- from the ICH. I was hoping we can have a hack that would enable the USB using these webcam signal.
I have heard someone on this forum do it, just dont remember who.

webcam is just another usb device. see lines at bottom of page 20
