ipad 2 cannot restore suddenly restarting

I have this ipad 2 which i cannot restore using itunes it gives always error 21 and then restarting and back to dfu mode.anyone can help on this please

have you tried 3u tools and ran update through it

already tried 3u tools the same issue i think this is a hardware problem

i have read a few threads and possible nand issue seems quite common too
