help needed with LA-3302P

Hi all,
at first it had gpu issue and qpu was replaced.
Problem occured soon after a bios update - system refused to power on.
There was no issue with the bios as bios chip didn't had the 3,3V from the +3.3V_SUS .
So it was the kbc U22 MEC5025-NU.
After replacing it system powers on BUT fan runs at 100% all the time and system is unable to boot to Windows.
Bios was flashed with programmer to the latest again with no luck.
Any suggetions?
U22 is a bit programmable as I was asked to program the service tag from bios menu but nothing more.

well there is no way to check it, only way to replace it and I need to make an order for it too from China...
