Got this board Im trying to diagnose. I have a short (dc jack "+" and "-" are short). Ive removed the dc jack to see if that was the issue. Ive removed a diode to see but same short. In red, Ive replace that IC but same issue. Are pointers or schematic?

I am experiencing a "No Power" issue after swapping the HM470 chipset between two different motherboards. Here are the details of the boards and their original symptoms:- Acer (Board Code: FH51M):
- Original Symptom: Intermittent booting. Sometimes it works perfectly, but other times it powers on (all rails present) but fails to POST/boot.
- MSI (Board Code: MS-16R51):
- Original Symptom: The dedicated Nvidia GeForce GPU is not detected/not functioning.
The Problem: I decided to swap the HM470 PCH from the Acer board to the MSI board, and vice versa.... - Acer (Board Code: FH51M):

Turned off during normal operation and never turned on again.
After disassembling and connecting to the power supply PLW3 burned out.
Resistances on all chokes are within normal limits except PLW1 and PLW2 (about 0.5 ohms) - powering the video memory.
I am new to repair( Advise what to do next to find the short circuit and fix it.
Or if burned GPU then how to disconnect GPU and use without it.

Recently picked up this GTX1650 at a local flea market for a low price and wanted to use it on my secondary PC. I first tested the card and saw the fan spin for a split second and then nothing. Immediately I thought of a short circuit. Disassembled and found a shorted SMD capacitor, injected voltage into it (1V/4A) and two Mosfets got hot immediately (QN3103 & QN3107). Desoldered these Mosfets and the card turned back to life.
Bought replacements from Aliexpress and replaced them afterwards. Tried the card but still the saw the fan spin for a split second... -

What I have around is a DELL OPTIPLEX 3060 Micro (USFF), which is not powering on, even not showing any signs of life (No amber / white LED).
I got a original 65W DELL PSU / Power brick (PA-12 / 074VT4) which hopefull should be the correct one. I could get another DELL PSU with the Partnumber 0G6J41 with the same 4.9mm DC Jack connector as the one I already have, but I dont think that would help (maybe... - Loading...
