Can it be PCH issue as the earlier technician seems to have virtually fried the PCH.

Is your multimeter accurate? SMC_RESET_L should be closer to 3.42V, check both sides of R5000 to make sure this is not an issue of the SMC reset circuit.
PPBUS_G3H should be either 8.26V or 8.56V (with some margin, but not exactly 8.40V).
Make sure your multimeter isn't too far off and that it has good batteries in it.

It shouldn't be a PCH issue as the green light is not dependent on PCH. However, if there is something wrong with the PCH, the SMC may get confused or it may pull some rails down.
If the PCH is really fried, not point in working on this board any further, except if you really want to replace a PCH *and* try to fix the other issues…

After some hard work, I got the freen light on magsafe. Now mb switches with GFX core missing. Flashed a known good bios . Still gfx core missing. Checked vcore circuit and nothing wrong there. Giving up on this as i suspect PCH is damaged due to excessive heat apllied from hot air gun.

          Thanks piernov for advice.

You could still check if you have CPU reset signal present. And try PRAM reset and check if you have any chime/beeps.
