Macbook 1268 No HDD Power

I Have an early 2011 MB 1268 (820-2915) with a fried SATA cable. Changed he cable and still no response from HDD. Boots with HDD connected to USB without a problem. I am still a bit new to diagnosing logic boards but this is what I have done so far.

L4500 has 5v.

J4501
p1 & 2 = 5 v
pins 9, 10, 11 & 12 have all close to 5v. the rest fluctuate.

Also found that It wont turn on with magsafe. Only battery. Once its in MacOS it does indicate that it is charging. Thank you for any help.

Im not into mac's but here is a schematic you may find interesting.
Page 41, some chokes to the sata chip could of bit the dust perhaps.

I have schematic and boardview. I am new to motherboard repair. I will go over what you suggested. Thanks for the reply, I appreciate it.

It ended up being a half dead inductor in the SATA circuit. Thank you for your response.
