I would remove the resistor and clean it, it could be surface muck thats creating a path.
Or make a replacement part with three resistors in series, less voltage across each resistor and arranging them in a " n " shape will keep them away from the pcb.

If it's anything like the other versions like the Altai/smart 2 ones, sometimes it won't start up and you have to treat it like a computer.
Turn it off then back on again lol :-D
Its the short circuit protection that causes it.
The regulation is usually quite good :-)

Im supprised that someone didnt push the aluminium casing up against the bare metal of the shipping container, dump some of the heat maybe.
Or add a 12v pc fan to move the air across them.
But on the good side, it would keep your cup of coffee warm while working :-D.

I would look at the contacts first, they may be a simple 6 pin double pole double throw switch.
You may need to dissasemble one to see how they are configured.

What about using an old mains to 13.8v linear supply but lopping off the transformer and feeding the 24vac into the supply bridge?
You might need to add a bigger heatsink and pass transistor depending on the current.
You need to define the current required really.

The questions i would ask is:
Does it appear to boot up, flashing hard drive led, or accessing a bootable usb drive?
Has it had the bios flashed, then stopped working?
Does it charge the battery.
Basically does it show any activity to indicate its not fully dead.
Has it been overheated.
Is the memory ok and in the correct slot, some laptops are picky.
Have a deep think about what it does do :-)

Ooow that sounds like an odd effect, it sounds like the laptop cant cope with a faulty battery, i bet the laptop wont switch on if on mains but no battery inserted.

I have a crappy old acer aspire 5315 from 2007 and it dont give a dam if the battery is there or not, so not all machines are sensitive.

That output stage is a bit naughty, no seperate emitter resistor for each transistor, the transistor with the best gain will be working harder than the rest :-(

The pcb behind the coil looks black, it may be just muck, on the other hand it could be a cremated part.
I would unsolder that coil and look for dead parts.
