Toshiba DABLBDMB8E0 Led blinking on power on

Hello friends,

I have a toshiba Mainboard DABLBDMB8E0, REV E. It is a water damaged laptop. Once i power it on, the third led is blinking for three times and then it does nothing.
It seems like a short circuit but I don't know how to start finding it.

Actions I've taken:
1. Clean all ics with isopropyl alcohol
2. Dried with a hot airgun.

Do you have a DMM you can use it to find out which voltage rails could potentially have a short on them ?

How to start measuring the rails ? Could you please tell me what to check first ? Is there a methodology your follow?
Which parts/lines should i check first?
