    Toshiba board fan runs at full speed as soon as plugged in

    Have a Toshiba AMD dual core board from a L775 with a missing CMOS battery holder/battery that the fan runs at full speed as soon as it's plugged in. No video. Have voltages at the following coils:
    1. .47 both sides
    2. 1.5
    3. 1.15/0 on other side
    4. 1
    5. 1
    6. 1.12/0 on other side
    7. 1.2
    8. 5
    9. 3.3
    Is this one for the scrap heap or is it salvageable?

    Have you checked for shorts to ground on 0v sides of inductors 3 and 6?

      Checked for shorts on coils 3 and 6, not shorted. Removed coils anyway, checked pads for each coil to ground, no short. Checked each coil to ground, no short. Resoldered coils back on board and now both sides of coil measure the same, so that's good. Remeasured all coils and #1 now at 1.5V. Behavior of board no different. Fan running at full speed from start means board is not posting, correct? Have included bios dump from chip, if anyone can tell if it's good or not that would be great

        IO controller is controlling fan so replace it
