Not normally.
PQ14 pulls to the ground
EN_ 5V through PR82, respectively , on the first pin PU11 - 0 volts.

When I received the device, the device has no function. After an investigation, I found that the PWM CONTROLLER RT6575B (U6100) is getting warm and there is a short circuit at the 3V3 output. This normally supplies 3V3 for the embedded controller IT5571E-128 (U301). Ok, so my son (a mechanic) bought a faulty Hofmann Geodyna 6300 wheel balancer (which appears to be mostly a re-branded Snap-on wheel balancer).

What you see in the video and pictures attached is the circuit for charging the batteries of a DC motor.
The problem is that this circuit cannot charge the batteries (3 1800mAH NiMH batteries) any more. When the circuit was OK, its green LEDs lit up one at a time to show that the batteries have charged more. But now that the circuit is flawed, LEDs light up as you see in the video and at the same time successive beeps are heard.
Please help me fix this circuit.

I got a tricky one today in the form of a macbook air A1466 820-00165-A that will recognize the charger and turn the light green then back to orange and the fan will spin constantly, but the system won't power on. The screen never turns on, it doesn't make the bong noise it's supposed to, and pressing the power button doesn't do anything. When I took the board out to visibly inspect it I only found one spot of corrosion on the bios IC. I pulled the chip, cleaned it and the area with IPA and put fresh solder on both and put the bios chip back on, but when I went to test it again it still does the...
