Remove all power. Meter in resistance mode. Measure the resistance to ground of this 3v3 rail. What is the exact resistance in ohms?

So there is a partially shorted part on this rail. It could be the pch (cpu). 54R ohms is too low.

The laptop boots otherwise? Then cpu is ok.
