Macbook Pro 16" A2141 screen artefacts, kernel panic

Hi there.

I have Macbook Pro 16" 2019, model number A2141, motherboard number 820-01700. I have some problem with dedicated graphic card. When Macbook switches to dedicated GPU it is getting instantly hot and starts to show glitches on screen, then it freezes (trackpad is not clicking anymore) and shuts down.
I tried to reinstall MacOS But it was a pain, it started to show glitches in middle of installation and I could not finish it. I only was able to reinstall MacOS when I put Macbook outside (it is winter and -2 Celcius).

Now situation looks like this, If I will freeze my macbook outdoor it starts fine and works on dedicated GPU for 1-2 minutes without problem, then it gets hot and glitches. If I will (in this 1-2 minutes) switch to integrated gpu then it works fine without any issue, I can browse internet etc. as soon as I will switch back to dedicated GPU then 10 seconds liater it glitches.

Do you think this is fixable?

I have checked rails and I noticed that PP1V35_MEMIO_S0_GPU at start has correct 1,35V but after 5 seconds it drops to 1,25V. I did short test on this rail and something is consuming 0,1A but I can't see under thermal camera what. Core is cold but I think U9600 memory is getting slightly hot

Do you see the same on an external monitor? Heatsink compound and heatsink are properly mounted onboard? Not sure what you see, no pics were posted.

When I plug external monitor it switches to dedicated GPU and 10 seconds later it starts to lag and turns off. Yes I checked 2 times and heatsink is mounted properly. Below I'm sending photo when macbook is working fine on integrated card and photo of glitches when it is restarting after switching to dedicated GPU
