You need more than 3 volts in the first place check your battery voltage if is that low it needs to about 4.something volts to be considered fully charged it could be a battery issue or a charging issue

You need to go into more details about what it is doing exactly and post some pictures of the screen if possible

One possible solution is to disconnect the charging cable and push the power button for 30 seconds then hook up the charging cable an see if it resets it to start charging again you should see a battery icon in red and it might not boot until it has enough voltage on the battery to boot up and work correctly if you get this leave it in off position until it power on by itself or very quickly push the power button to see the state of charge and it is not red anymore

One thing if possible take a picture of the battery and the battery power leads

It would be helpful if you had a USB doctor that has a voltage and current meter on it to know if the tablet is charging the battery or not

or

Google how to do a hard reset for this tablet and follow the directions and see if that helps or not

My son has a tablet from where he works and let the battery get so low that it was in a rebooting cycling mode and I did what I suggested above about one possible solution
