I'm sort of at a loss here... I bought this laptop thinking it would be an easy fix as I have fixed laptops like this before. However I cant for the life of me figure out what is wrong with this thing. Its very noticeable that someone already took this thing apart and couldn't figure it out either. The laptop will run perfectly fine on a battery that was charged elsewhere, but will not charge a battery and will not run straight off the ac adapter. I know for a fact that the ac adapters works and is correct for the laptop. I also tested the motherboard with a voltmeter to see if it was getting any juice past the dc jack and it is. However it does lose almost all this juice by the time it gets to the battery terminals. I'm still very much a novice when it comes to low level repairs like this but am willing to try anything/post more pictures or whatever you need me to do to figure this out. Could someone who knows a lot about repairing pcb's help me out here

Here are some pictures I took of a funny looking cap I'm not sure if its blown or not but it has slightly raised lines on the top, a google search of the numbers on it turned up close to nothing
