Hello fellow badcappers! 
I have a question regarding startup sequence of Surface Pro 7 (but possibly it's similar to lot of newer laptops).
The Surface 7 starts, all rails are present (the powerup sequence is done), CPU starts to heat up and I can hear activity (varying coil whine), but it never goes furter. No picture, no response to keyboard and I can't even get any power to USB ports.
Can a bad memory cause this behaviour (CPU warming up but not enabling power to the USB ports) or is the CPU a goner? Or is there another possible culprit?
I doublechecked and the BIOS should be fine (it's working on another S7 Pro).
