Asus X550CL REV:2.1 no power, missing 3v 5v

Hello,
I have a problem with a laptop and I can't solve it.
3v and 5v are missing but I don't have a short circuit anywhere.
I changed IC chip and flash BIOS. Same result.
The IC chip is UP1589Q.
Pin 1 - 0V

check capacitors, maybe leaky (powergood is missing on pin 6). also check ec/i/o-chip (vcc) enabled? also check all passive components around the ic

It is old but i have the excact proplem with exact pins volt but io pin 74 vcc is 3.3 and when i inject 3 volts on +3vs line the motherboard take half ambs on power supply and i have power led and charge led on
any help will be greatful
