The most common causes of power cycling are either a short somewhere (overload) or failure to load the BIOS from U6100. On such an old board, this is usually from corrosion at the edge of the board nearest the screen (where air is drawn in from the rear).
Check caps etc above the CPU for shorts (C1280~C1291 etc) as this is often overlooked. Check U8130 as it generates PM_RSMRST. J6100 has most of the SPI connections exposed from U6100. Check the other side of the board too (U1930, U8005 etc) for corrosion. Any resistors that have corroded end caps usually need to be removed and replaced.
