Not sure why you packed it as a RAR file to upload? However first port of call would be to clean up the PCB and inspect for damage, is it even re-usable after such a failure? The neutral wire especially looks like its burnt through the insulation, but might just be the photo.

Next would be to know what happened to cause that damage, clearly a surge event, but what was it, lightning strike or something else? Once you have confirmed the PSU is repairable and the issue that caused the damage won't re-occur as soon as you plug it back in any MOV similar to the one below should work fine (depending on dimensions).

It is only there to clamp the voltage and shunt current down to the return line in the event of a surge event, under normal operation it should do nothing. The MOV linked to below is rated for 230VACrms (300VDC) and will clamp a surge event down to 595V, everything else will be shunted down to the return line, it has a max clamping current of 100A or 8000A at 8/20us surge testing (8us rise time, 20us time to half value as per IEC 61000-4-5).

With a 1nF capacitance when operating at 50Hz it will have a capacitive reactance of almost 3.2Mohms and leak around 70uA of current or 10mW of power under normal operation (for which it is rated to handle up to 1W (1000mW)) according to the datasheet.

So if it physically fits, it should work.

Original MOV used by Liteon TVRxx471KS where xx is 07 for smallest 7mm, 10 for 10mm or 14 for 14mm diameter. I can't tell what size it was from your pictures.
        Rated 300VAC continuous, 470V 1mA, clamp 775V.

bigger is better - if it will fit
bigger = more energy handling before the boom
and put heatshrink sleeving over it - so if it goes again the mess is contained.

I wonder if heatshrink tubing works - it's only rated 135°C (275°F) and 300°C (572°F) for short periods.
I thought it would just melt off but not burn as "Flame Retardant Polyolefin Tubing".

Fiberglass or silicone-coated fiberglass sleeve looks good to 600°C (1,112°F).
            example sleeving Aliexpress https://www.aliexpress.com/item/1005004713012693.html

edit: OP a more common part would be Bourns MOV-10D471K or MOV-14D471K (14mm). Same ratings as the original. Not sure what part distributors serve your area. The original is from Taiwan.

              heatshrink works,
i'v seen it contain 95% of the mess multiple times.
a lot of pc psu's use it.
