The 9MB bin is a bios update,it is the bios region,it can only be merged using a hex editor and the original backup.The first 7MB is for the flash descriptor,Gbe region and ME firmware

PFS Extractor 4.9 wouldn`t extract it either, it gave an error message. Renaming the "Latitude_5X10_Precision_3550_1.34.0.exe" to 1.exe fixed it. I can only guess it`s due to a long filename issue on windows.

True i tried on v4.9 it doesn't not extracting properly, then i converted v6.0 python script to exe now this executable file is not opening due to some error
because you want to be given to you instead of learning to do it yourself.
Thanks for motivation my windows got some glitches when iam installing python to solve this i have to reinstall my operating system (windows) and that's a long process to me, that's why iam asking help btw my problem has solved thanks for reply.
