Intel PC hooked to X90L television picture cut-off

I have my Intel PC hooked to my Sony X90L television and each time the power is cycled on the tv, the bottom of the PC screen gets cut-off. Only half of the taskbar shows until i go into display settings and cycle the display size and it'll work fine until the next time I power off the tv. I updated the drivers. The graphics is UHD 630.

Can you set a custom size in the driver software? With nvidia software you can adjust desktop size and position.
try: Open the intel command center -> Display -> General, scroll to scale and select custom (as opposed to maintain aspect ratio or whatever). This should then let you set the scale adjustment for the screen by moving the horizontal and vertical sliders.

Yes it does let me set the scale adjustment. It doesn't really solve my problem though. Custom 100% vertical and custom 100% horizontal is the correct setting after i toggle the "set the size of text, apps, and other items" setting in the windows display menu. I just don't understand why it can't hold the correct setting with a power cycle of the tv.
