MSI RX 580, BGA or VRAM issue?

    Hello everyone,

I've come across two graphics cards, but since I haven't dealt with graphics cards before, I only have basic knowledge. Both are the same type of card; one powers on, the other black screen, and the fan doesn't start either.
I've roughly checked the coils and examined a few traces.

My first question is about the card that powers on but has screen artifacts. Is that a BGA or VRAM issue? How can I find out?
(The card doesn't overheat, and it doesn't cause windows to crash. It also visible in bios. I was able to open all kinds of applications without any problem. Windows shows error 43 for the card)

For the other card; what should I check first to figure out why there's no display or fan?

I've never done that before, and I don't have the tools for it. Could reflow be a solution? And should I avoid experimenting to find out which VRAM is faulty?
