Can anyone help me, why the board doesn't have 38.4M xtal output? Is it the XTAL dead or the PCH dead? for this reason, the board doesn't power on.
Help, 38.4MHz xtal has no output on MSI z690

I have an ASUS ROG STRIX Z690-F that has a shorted and dead NUVOTON NTC6798D EC IC and a NUVOTON 3961AF, which appears to be the FAN driver for a chassis fan. I can source the EC and the fan driver, but my question is, will the EC need to be programmed or not? If so, does anyone have the dump for the EC IC and BIOS?

I am in the middle of working on a SHARP Smart TV model LC-52LE835X from my customer, which totally dead and there's no output voltages at all at the output pins even though i have replace some of the components the output voltages remain the same with 0 volt.
The replacement as follows:

I have this Samsung power supply that uses SPC1012T as driver for the PFC and it's giving me a problem that I can't narrow down though I've troubleshooted and fixed hundreds of boards similar circuits.
I am attaching a schematic from a different Samsung board, but the topography is very very similar if not 100% the same and it uses SPC1012T, which BTW is a pinout match to UCC28063 for which there's plenty of information.
