Okay, test #1 is to find what how your multimeter is calibrated. 0.2 ohms is your base. In theory, no reading should ever been zero. There is always some resistance.

Test #2 is to verify that the fuse is good. A fuse should read 0.3 ohms. Since your multimeter is set to 0.2 ohms in test #1, we can conclude now that your fuse is good.

Test #3 goes back to post #21 where dood asks you to verify "that it doesn't short the power supply when plugged in". I was expecting to see 18.6V DC for a reading on test #3.

So either the power adapter physical plug is bad AND/OR the input jack (P500) is bad. From the photo and maybe it is the sunlight, there seems to be a bit of rust or corrosion on the left side of the input jack?

Maybe trying clean both ends of the jack. After that, try test #3 again. If that doesn't work, see if you can find another ac adapter in your house or borrow one to narrow down the problem.

Okay, I have to head off now, but I'll check back once I return.

Googling PPP014L, it pops up as an 18.5v 90w HP laptop power adapter.
I'd thought the number looked familiar, I order quite a few.

Is the barrel on the end of the cable wide or narrow? It must surely be narrow...

Is there a possibility you have mixed up the power adapters? The HP manual specifies a 12v 3.3a power adapter.

        I did it!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

I would like to thank all of you who helped me in this. Retiredcaps I thank you for your patience and step by step procedures. It turns out that the fuse(I think it's a fuse)f500 was blown. I had a cd rewritable drive I dont use anymore and took out a fuse that was working. Soldered it on and POW! It turned right on. I had this monitor just sitting for a while since it was broken. I plan on giving it to my mother in law. Thanks a million you guys are the best. Here is pic. The monitor in the background is the gateway1975w that I bought for 10.00 at a yard sale because of the blinking. Which I also fixed through Bad Caps FOrum. You guys rock.
