Based on this pictures RT851 is for the DC OUTPUT jack, the RT852 is for the main AC.
RT851 is the one that burnt up? If you do not use the DC OUTPUT JACK then you do not need to replace it, someone must have connected something into that DC jack and caused the damage to the RT851 and may be the circuit too.

Thank you, Budm, for your quick response. I have taken pics of my board now.
I am a novice and don't even know what these things are. But I am determined to learn to fix this stuff myself.
The monitor exhibited the difficulty powering on symptoms. Also, someone had cut the power cord on the auxiliary speaker that gateway has. This jack is the 12v out to the speaker bar. I DO want to use the output jack

At this point you should fix the main problem first and deal with DC output jack later.
That part burnt up may be due to short circuit in the speaker bar.
So carefully install the new set of caps first, bad cap may not show any sign of domed top.

Thank you, I will do that.
Hopefully, someone can identify that NTC Current limiter and I can get it and the cap next to it replaced.
