Problem with Neovo F-417

Hi...I have a monitor Neovo F-417 who has a problem.The problem is that the screen has become very white with dots, flickering continuity and the colors are distorted.See a picture:



Its not the computer's graphics card because I tried it on multiple computers.I changed the VGA cable but did not change anything.I messed with the settings from the menu but nothing.I did total recap but again nothing....See a picture of the boards:

It looks like bad GAMMA Voltages on the T-CON board on the LCD panel assembly.

"Do you know how to repair them?" No, not the LCD panel with integrated T-CON (I did fix the TV's with bad GAMMA IC on the T-CON board. You have to check the VGMA test points on the T-CON board.

Do you have tools to do surface mounted repair? Show us the pictures of the back side of the LCD panel.
