Sounds normal for the supply. If you have a 10 ohm 5W resistor, try attaching it to the 5V output and seeing if the tone changes considerably. Also, does the tone change with no monitor connected when the power board is unplugged - does it increase in frequency near the end?
This sounds a lot like the power supply doesn't like having no load. Many are like that; they require a minimum load to maintain the Vcc voltage. Older computer power supplies are like that, too.
