Philips HTL2193b/98 Can't Power On

Good day guys... Need help on Philips HTL2193b/98 can't power on either in the touch pad or by remote..

Findings

input adapter is good 32 volts..
low voltage in EUP3490 regulator ic output is rated 5v 3amps to power the mains and standby voltage

EUP3490 is an adjustable voltage regulator .9 to 15volts
present reading is just 4.1 volts

what i did is pull out the eup3490 and power it using a 5 volts supply.. the system works fine.

maybe a resistor or capacitor decrease or increase its value or maybe the regulator its self is defective.. if someone has the HTL2193b/98 schematics I'll truly appreciate it.. Thank for reading my post.
