What AC outlet are you talking about?
If the product only has 2-prong then it will not have safety ground for the fault current to be diverted to earth ground.
The chassis in NOT HOT, you are seeing the Voltage because of the Y capacitor, the value of the capacitance is very low so the leakage current is within safety limit that is why the GFCI did not trip, the GFCI will trip at about 5 ~ 8 mA range.
If the chassis is HOT due to connection from LINE to chassis the lamp would have lit up and GFCI will trip.
They put the Y cap for the unit to pass compliance test.

So what is the test result of you HOME AC outlet?
You are chasing ghost on this receiver.
If you really worry about it then change the AC outlets to be GFCI outlets for the receiver or any products that has only -2 prong plugs.
BTW, if you have cable box, the TV is cable shielded wire is grounded to earth at the cable entrance box outside your house, that means the chassis of the cable box is grounded to earth with its own ground rod (not the same ground rod at your electrical panel), and the cable from the cable box that goes to the TV will also make the TV chassis to be grounded through the cable box.
