Ahh California. The same folks who agreed to kill the electric car!

These two product groups account for approximately five percent of California's commercial and residential electricity consumption, according to the CEC.
Only 5%? There are probably other things that would be more worthwhile to increase efficiency in.

Also, "30 kWh/yr + applicable adders" for "Notebook" ... is this assuming that the computer is running 24/7 all year long? Also, with what processing and graphics load?

In addition to the above, computers must ship with power management settings that automatically powers down the unit into sleep mode or off mode within 30 minutes of user inactivity and puts connected displays into sleep mode within 15 minutes of user inactivity.
O M G I'd hate that so much!!! Sometimes I NEED it to be on, displaying something for more than 15 min. (Not displaying a movie or video, but a still image, or a webpage, etc...) I guess that is one benefit of living in New Jersey
Also, it would mean that the computers would get more thermal cycling if they are only used on occasion throughout the whole day, which means less reliability.

I calculated that displays around 12 to 17 inches would only be allowed about 10 to 20 watts or so. (With an average resolution, not some fancy gaming grade stuff)
